Darjeeling: It was a historic day for Jalpaiguri as the High Court Circuit Bench became operational from Monday. On the first day, as many as 17 cases were filed in the Circuit Bench from different districts of North Bengal. The Acting Chief Justice of the Calcutta High Court Justice Biswanath Samaddar was present on the first day. He was present in court room number 1 at 10:30 am. He was welcomed by members of the Bar Associations of Jalpaiguri and Siliguri.

Samaddar requested the cooperation of all for the smooth functioning of the Circuit Bench for speedy justice. "It is indeed a historic day for us. After four decades of agitation, finally, the Circuit Bench is operational in Jalpaiguri. People of North Bengal will definitely benefit. They will not have to go to Kolkata, spending both money and time," stated Kamal Krishna Banerjee, president of the Jalpaiguri Bar Association. Lawyers from different courts of North Bengal would be coming to the Circuit Bench. "In the next two or three days, we will start giving membership for the Jalpaiguri Bar Association as well," added Banerjee.

The Circuit Bench will have one Divisional Bench and two Single Benches. There will be four Judges stationed in Jalpaiguri. The Circuit Bench will operate from the Dak Bungalow at present. Later, it will be shifted to Paharpur, Jalpaiguri, where a permanent structure is being constructed. Security was very tight on the first day. Four metal detectors were placed at the gate. The police top brass including Amitava Maity, Superintendent of Police, Jalpaiguri, was present to oversee the security arrangements. Not only in the court premises, the police gave special emphasis on traffic ensuring that it was smooth and there were no jams, especially in the town station area, where the Bench is located. The 17 cases filed on Monday included four Writ Petitions along with civil and criminal cases. The highest number of cases was filed from the Darjeeling district including two each from Kurseong and Mirik respectively. Advocate Partha Chowdhury filed the first civil case. Advocate Prasanjit De filed the first criminal case. At present, the Public Interest Litigations will not be filed in this Bench. The Circuit Bench was formally made operational during a programme on March 9 in the presence of Acting Chief Justice Samaddar; Governor Keshari Nath Tripathi and Chief Minister Mamata Banerjee.
